United have spent big money on established stars such as Paul Pogba, Nemanja Matic and Romelu Lukaku in recent years.
But 20-year-old Rice and Borussia Dortmund teenager Jadon Sancho, 19, are said to be top of their shopping list this summer.

According to The Independent, new manager Ole Gunnar Solskjaer plans to switch focus to signing talented youngsters like Rice, who is valued at more than £50million by the Hammers.
Solskjaer is set for a busy summer with further additions expected, especially in defence.
Rice signed a new contract at West Ham just before Christmas and it is not due to expire until 2024.
The midfielder, who can also play at centre back, is understood to be on a basic wage in the region of £40,000, but that would likely rocket were he to move to Old Trafford.
Rice has started 30 Premier League games this season, scoring two goals.
After switching allegiance from the Republic of Ireland, Rice made his senior England debut last month. He came off the bench in a 5-0 victory over the Czech Republic, before playing the full 90 minutes as England won 5-1 in Montenegro.
